you need an art program Like photoshop where you can easily use effects to change the image and blend colors and designs it takes alot of time and practice I am personally out of practice since i have not used photoshop for about 6 years now but yeah!

Moving this to the Sig and Banner Section.

Most of us use Photoshop, but GIMP and Paint.net are also popular and excellent choices. I myself tend to either start with a picture/render and just mess with it till I like it, or use one of the tutorials from SigTutorials.com. Like I said, it's mostly just playing until you get something you like the look of. Or atleast it is for me, can't vouch for others. ;D
